The Oligarchy Criminal Bureau (OCB)

The OCB is the Oligarchy's FBI and CIA rolled into one. It is separated into three divisions, with a central leadership to avoid jurisdictional disputes.

Modeled after the American FBI. The purpose of the CIS is to investigate crimes against the Oligarchy and other crimes of a higher level than local police can deal with.

Modeled after Tom Clancy's NetForce concept. Its purpose is to invesigate criminal activity in cyberspace.

Modeled after the American CIA. Since the Oligarchy has no actual borders other than the DNRC, Intell's purpose is to collect intelligence and react if necessary to people or groups who are not part of the Oligarchy; for example, people declared evil.

The reason Matt was chosen as head of Intelligence is due to his position as Official Scapegoat. Since intelligence organizations always screw everything up, he fit the job perfectly.
